DPPR&S FCT Education Secretariat Meets with the Director of Education, Ministry of Defence, School Heads and Data Desk Officers of Military & Paramilitary Schools on the Conduct of 2019/2020 Annual School Census

The Management of the Department of Policy, Planning, Research & Statistics (DPPR&S), FCT Education Secretariat has successfully held a 1-Day Meeting with the Director of Education, Ministry of Defence, School Heads and Data Desk Officers of Military & Paramilitary Schools in FCT on the Conduct of 2019/2020 Annual School Census. The meeting was held at the DPPR&S conference room at Asokoro on Thursday 8th April, 2021.

In his opening remark, the Director DPPR&S, Dr. Mohammed Sani Ladan welcomed the Director of Education Ministry of Defence, Mrs. Taiwo Afolake O., Deputy Director/Quality Assurance Zonal Office, Ministry of Defence, Mrs. E. C. Ujah, the Commandant of Air Force Girls Comprehensive School, Wg. Cdr A. Abbey Kalio and other School Heads and School Data Desk Officers of Military & Paramilitary Schools in FCT to the meeting/training. He informed them of the purpose of the Annual School Census exercise and said it is a yearly exercise and national assignment undertaken by all schools in the 36 States and FCT.
He told the gathering that the Department had conducted similar meetings/trainings with the Presidents and Zonal Coordinators of National Association of Proprietors of Private Schools (NAPPS), President and Zonal Coordinators of All-Nigeria Conference of Principals of Secondary Schools (ANCOPSS), Chairman and the Zonal Coordinators of Association of Primary School Head Teachers of Nigeria (AOPSHON) and the Coordinators of the Christian Faith Based and the Islamic Faith Based Schools.

Meeting/Training with the President and Zonal Coordinators of All-Nigeria Conference of Principals of Secondary Schools (ANCOPSS) on Monday 22nd February, 2021
He explained that the ASC is an important tool used to generate credible and reliable data for state and national educational planning, management and administration, as well as for national and global reporting on education issues. Furthermore, he said the ASC will also solve the problem of the 10million or 13million of Nigeria out-of-school children being reported in the National and International News, since accurate number of schools and enrolment of the students will be obtained if all schools i.e. Public, Private, Faith-based, NGOs, Unity, Military and Paramilitary schools actively participate in this 2019/2020 ASC and subsequent ASC exercise.

The following were the Military Schools in FCT that participated in the meeting/training: Command Children School Mogadishu Cantonment, Asokoro, Abuja; Command Children School Lungi Barracks, Maitama, Abuja; Air Force Girls Comprehensive School, Bill Clinton Drive, Nigeria Air Force Base, Abuja and Command Day Secondary School Lungi Barracks, Maitama, Abuja.

Participants were taken through the training session by the following resource persons: Mr. Oyelola S. Stephen, Mr. Paul Musa, Mrs. Yissa Sylvia, Malam Abu Mohammed and Aminu Shehu. The training covered the following:
- FME Correspondence on the process of reporting the 2019/2020 Nigeria Digest of Education Statistics and Indicators to UNESCO Institute for Statistics (UIS) for global comparison;

- The importance of meeting/training and the need for the establishment of Education Management Information System (EMIS) nodes in all government agencies and at the school level to allow timely and easy data flow across various government agencies;

- The need to take the exercise seriously in the fulfillment of the FCT and National Assignments;

- Major challenges of Annual school census and present recommendations;

- Strategies and timeline for the conduct of 2019/2020 Annual school census exercise;

- Presentation on proper School Records Keeping & the ASC form;

- Steps in the proper filling of the online ASC form;

- Practical demonstration of the online data entry on www.fctemis.org web portal.
Participants were also guided on how to link school records with the annual school census form and the proper completion of the 2019/2020 online annual school census form.

It was a very interactive session as questions were asked and answers given. The session was rounded off with remarks from school heads, the Head of Quality Assurance and the Director of Education, Ministry of Defence. The Deputy Director Quality Assurance, Ministry of Defence, Mrs. Ujah E. C. expressed her gratitude to the management of DPPR&S for the training. She reiterated the fact that she was completely ignorant of what the annual school census was all about before now, but finds it interesting and very important, having been enlightened through the training.

In her remark, the Director of Education, Ministry of Defence, Mrs. Taiwo, said the training was timely and necessary. She said without reliable data there won’t be any meaningful planning and that all hands must be on deck to make the Annual School Census Exercise a success. She promised that all Military and Paramilitary Schools under MOD shall supply promptly accurate and credible data. She added that the Education Department of the Ministry of Defence will always collaborate with the Department of Policy, Planning and Statistics, FCT Education Secretariat to ensure that all needed information on education issues are obtained for the proper planning, management and administration of education.
